RTL-SDR V4 on Home Assistant (Docker)?

I just picked up a RTL-SDR v4 Blog device. I want to read my water and gas meters.

I am running Home Assistant through Docker (Container Manager) on my Synology NAS. I already have Mosquitto (MQTT) connected to Home Assistant.

I’m confused on what to do at this point. There are so many options and so much configurations that I am completely at a loss. How do I pick up a signal with this receiver and send it to MQTT?
