Gpios 0, 1, 2 are strapping pins. If they are pulled low on boot, it fails.
Your receiver probably have pulldowns on all out pins.
Try with 12, 13, 14 for receiver and use those strapping pins for relays.

You are getting out of pins with your setup, Esp32 would be good option here.
