Second copy of a device fails to pair (ZHA)

about a week ago. It took me about three tries to get it paired, but finally it did and it has been rock solid ever since. I’m not too thrilled that it identifies its power outlets as lights, but it works just as expected - no lag, no signal dropouts.

So, I ordered another one - it arrived tonight. I have tried everything I can think of to pair it and it never shows up. The light flashes blue after holding the power button down just like the first one, but after that: no joy.

I’m wondering if maybe the manufacturer isn’t varying the device unique ID numbers? Anyway, it’s a sealed plastic case, no controls other than the power button which lights up red and blue just like the other one, the relays are all working, but: no Zigbee pairing.

Any ideas?

Grab as much info from you can about the device you can, then remove the device and pair the new one and compare the info.
