Found on the Shell command web page:
“Shell commands aren’t allowed for a camel-case naming, please use lowercase naming only and separate the names with underscores.”
Why is this the case?
doesn’t the same convention go for all entities in home assistant?

A convention is all it should be. It certainly doesn’t enhance readability. And telling people that it’s mandatory is simply wrong.
I would say it is mandatory, from the docs - see this section about naming entities.
