I was very surprised when I installed Home Assistant 2025.1 and found that the “simulated” integration had been removed. What was the reason for this? I use the “simulated” to create power consumption sensors for devices whose power consumption I know and don’t necessarily need to measure permanently. Is there an alternative in HACS?

You can create a template sensor or use customize if you want to make it have state_class and all that stuff.
Simulated was deprecated, and deprecated things are usually removed 6 months later. It is however indeed simple to do yourself.
There’s a Youtube video on to use template sensors to create “simulated” power sensors (though I think that goes about it in a rather more complicated way than needed), and there’s a custom integration if you do not want to create the template sensors yourself:

I do not know. Maybe it was no longer maintained and no one took interest because there are alternatives.
