I am looking for some suggestions on a 120v smart plug. My preferences would be, cloud free, zigbee, 120 v (I am in Canada), and I am comfortable in re-flashing the device if the instructions are clear. Let me know any recommendations you may have.

Any Zigbee device will work without any re-flash. It’s WiFi devices that use the Cloud
Any esphome compatible plug does not only allows full local control but (contrary to most/all(?) zigbee plugs) allows full ownership including the right to repair/change and extend functionalities 
You can get them pre-flashed from vendors like athom - or pay half or even less when you install esphome on your own 
You might also want to name the “smart” features you are looking for… only switching? power meter functions? 
Over 100 WiFi based iot devices here and 0 (in words zero) do have cloud dependencies/connections. 
Happy to here zigbee doesn’t use cloud. Bought a couple zigbee devices will see how they makeout. They also have power monitoring but this was not a requirement. I am interested in what devices could use esphome. I suspect there is a list on github for esphome. Will check that out.
