I have the above device, currently working perfectly as a ZHA coordinator (POE), recently, HA has highlighted that Matter might be possible, so I’ve looked into this and can see the instructions and guide, but as I read it they show ZHA coordinator OR Matter, yet the UI seems to show you can toggle both on.
Is it possible to have both on ?

It does look like that in their UI. But, no.
You would need another device.
Possible, maybe. Recommended, definitely not. Multi-Protocol (Zigbee & Matter sharing the same radio) has been pulled by the HA devs due to it being unstable.
If you want to run Zigbee & Matter on the same device, look into getting the newer SMLight MR range of coordinators. they have 2 separate radios so you can install both protocols at once.
