Steps for startup for TTS

I think I am super slower than others. So I want to start a topic to hopefully provide a step by step solution to getting started. My past endeavors have failed to get a TTS working. From what I learned in other post the first step is

  1. to get a physical media player device or server where the use of media player integration can be used. I have my eye on building a Plex Media Server. I know Ubuntu has one.
  2. use A TTS integration for TTS
