System Looping Update

im updateing Home Assistant Operating System Update and its installing restarting and saying not updated.

You need to boot with Raspberry OS, and run a firmware update. Then HA OS 15.1 can be installed.

I install raspberry pi os on the sd card

i run ha on the hard drive that i moved from the sd card would it still boot?
