TP-Link Tapo fails to setup

Bought a new Tapo L535E. It connects to WiFi fine and gets a DHCP lease, but when it starts connecting to Home Assistant, it displays ‘Something went wrong’ and fails. I have a Sengled bulb that had the same problem, but after setting a DHCP reservation, it finished setup successfully. I’ve tried several times, including moving the bulb as close as possible to the HA Yellow and WAP. I’ll try connecting it to a hotspot later.

I’m starting to wonder how Matter is supposed to be superior to Zigbee. I’ve also had to try 3 phones before I could even use the Matter integration. The app would just display a screen telling me to use the Home Assistant Companion app.

I did a Wireshark packet capture while attempting to add the lightbulb again. One would expect there to be packets going directly between the Tapo and HA, but filtering for the MAC addresses of both devices yields 0 packets. The Tapo repeatedly sends out MDNS responses, but HA does nothing.
