Next step I am interested in downloading its historical information as it is supposedly M-Bus, so bought mbus master to usb, using windows mbus reader. which cannot see the meter as a slave.
Has anyone else tried these meters? and tried extracting data?

Aliexpress vendors might list whatever communication protocols.
M-bus might be modbus over RS485. What kind of documentation you have? Wiring diagram? What kind of output connectors?

I can understand your suspicions, the ad was not clear like many but when it arrived the output cable has two wires red and white, if I look in the window for opto couplier I can see on the PCB the solder connections marked as MBUS.
