Stuck on 'Home Assistant is starting. Not everything will be available until it is finished.'
Can't restore backup as backup manager is busy.
Any ideas?

Didn't work.
Hard reboot of NUC didn't work.
Check your logs - in my case, https://wheels.home-assistant.io is down so various packages are failing to install for HACS integrations.
Edit: Confirmed - https://wheels.home-assistant.io/musllinux-index is down · Issue #1084 · home-assistant/wheels · GitHub
Same for me
Same here, also noticed no automations
Same for me since upgrading operating system..
I upgraded the OS first. Then the Core.
The restart after the OS upgrade was fine. It was only when I went up to 2026.7.0 that things hit the fan.
Many, many errors in the logs.
And still stuck after over 1 hour.
How am I going to fix this besides reformatting and starting from scratch?
Start with waiting for this to be fixed:
I have lost my back up selection in system, not sure how to fall back to prior to 2026.7
zwave JS not working amongst others.
edit.. back up now but wow did the SAF take a major hit this am, will take a few days for the spouse to forget.
I'll try to be patient, but I think I forgot how to manually turn on lights with a wall switch...
ok, so mine started working again, waited and did nothing, once it completed I noticed that 2026.7 was still showing not installed, I pressed install, it restarted and all good. Only thing I noticed is that integration icons are not there.
Ok, now integration icons are back, it looks like a very slow upgrade.
Why is Home Assistant Wheels such a dependency? I've spent hours trying to figure out if I'd broken something attempting 2026.7.0 (which didn't finish) all sorts of things stopped working.
Mine is up as well, but not everything working.
I think I'll restore to 2026.6.4
Because it is where all the things Home Assistant needs are installed from:
https://realpython.com/python-wheels/
I've restarted and back to normal.
Heart attack narrowly avoided.
All good now.
Thanks for everyone's input.
