Voltage/Current monitoring in multistory building

I’m discovering a solution for observing voltage and current measurements across our multistory house

We have 4 sections with two separate power inputs each
Each power input is a three phase line 220V/380V
Each sections consist of about 100 apartments and we have 400A fuses on each phase

In each electrical panel room I have uninterruptible power supply and a wifi/ethernet connection

I need a budget solution which will give me a visibility of the state of each line - current voltage on each phase. I do not need high precision, just the visibility if everything is ok, or some phase has burn off, or the entire line is out. As a bonus - some charts of power consumption.

I would avoid any classic Ampere-meters passing through themselves all the possible 400A - it would be very expensive and I do not want to cut into lines

I’m looking into Hall effect sensors which seems optimal for me. And I struggle with how I should gather measurements from 6 sensors in each section of the house and dump them to HA

Would appreciate if anyone share similar experience or just give me a hint what to look at

You don’t need hall sensor, normal current transformers can be used as well.
Shelly Pro 3EM-400 could be good match here.
