Why after power failure,HAOS without wan access does not boot?

Hello,
I have a gsm wan and at reboot after power failure, Homeassistant hosted in a lxc container as haos, download lot of stuff consuming lots of data (~900Mb).

So, I decided to block homeassistant to access wan but it doesnt’t want boot because it can not access to github.

Is there a way that home assistant start without wan access after power failure ?

I want to specify that i had wan access during install.
