I do. If the WTH has any significant amount of votes. If the person has not even bothered to vote for their own request and no one else has then there is no point merging.

Yep exactly, or you go to merge and the votes are duplicate cause the same people voted for both. No point to merge.

Forum takes care of that. It matches users and only moves votes for users that have not already voted in the “to” topic.
But yeah if they are all the same then at least comments get merged.
