Z-wave - only 1 attempt/retries for in automation

I had an automation that didn’t run properly this morning and looking at the trace I had the following

Unable to set value 38-38-0-targetValue: zwave_error: Z-Wave error 202 - Failed to send the command after 1 attempts (ZW0202)

I was surprised to see it only attempted to do this once. I manually triggered the actions after I realised it didn’t run and it ran instantly without any issues.

Is only attempting once normal, Is this configurable apart from duplicating the actions which doesn’t feel right.
