I think you need to be careful. My understanding is that the Zigbee controller doesn’t know which devices are in a group - that information is held on the devices themselves. When you send a group command it gets sent to every device in the network. If you do it a lot you can end up flooding the network.
If the buckshot method works and commands to individual devices don’t, it may be that more routers would help.
