At the moment there is no way to use the new notify entities that are created with the new telegram_bot.send_message action, you have to use the numeric chat ids.
Because HA never changes your yaml (this is a good thing). Even after an automatic migration from a YAML to a UI integration it is up to you to delete the old YAML.
