Same problem here and I believe it is even a factor 1000. I suspect it is measuring in Wh. The reason why; I created my own energy spent sensor with the integration function, and I see around the same values with a factor 1000 difference. Not sure how to fix the entity to show the right value; probably the ZHA handler ?
Yes issues now lie in needing to get the correct multiplier/divider factors into zha quirk for TS0121, see:
