I am probably not the one who can answer this question, but what I do know is that you need to provide more information about what platform you run HA on, what install type, version, how you upgrade. Maybe even how you grant yourself new access after the upgrades you did. This is not typical behaviour, so we need to get some clues how this happens for you.
