I’ve downloaded a program called fing that scans the network for devices and it shows a ras pi with the ip that mine shows on a monitor plugged into it. so its clearly up and running i just can’t reach it. When I try to reach it on my browser i get (ip) refused to connect.
Help of any kind would be very helpful, thanks.

As a college Wi-Fi (note the trademarked spelling) administrator, our wireless system firewall could prevent you from doing this.
You could try contacting your IT Customer Support Help Desk to see if there is a way to accomplish this. I know we have a device registration system that could map the device to the user. this is important for security reasons.
