I would suggest doing a little trial and error before tagging someone with this type of request. An enormous amount of information was provided. Ildar’s method alters those specific fields across all HA time inputs.
What you are requesting is to modify a card’s output to your personal preference. That can still be done via card_mod or via themes
For example, simply adding background: blue !important; after align-items: center !important; gives you this for a time input entity,
but will also affect the background in Automations when selecting a time delay.
