According to that link the current time is 8:03 pm, and sunset is at 7:08 pm, so it is not after an hour after sunset, no matter how dark it is.
OMG, so it might need adjusting; best would if it just acted after lux, mostly it’s for avoiding traps such as lego and other random stuff that magicly appears but doesn’t go away on their own…

Yes, that would be much better than estimating the outdoor light level.
BTW, your current automations will probably do the job alright (and especially if you replace the time condition with a light level condition), but I’d implement it a little differently. But before I suggest an alternative, do you want the light to always be turned off 1.5 minutes after motion detection stops, or only if the light was turned on by the automation in the first place?
Do you have presence monitoring set up in HA? If so, that’s no problem.
