I have no problem re-pairing the same device after force remove. Maybe you can try restart the server or restart the mosquito+z2m.
Just curious…what z2m version are you using?
I was using 1.13, tried 1.14 and 1.15, now using 1.16. 1.16 now has a GUI for force remove, very convenient. After force remove, can easily re-pair it again.
