I just did this as I was being hounded to refresh my access token. I did so, then HACS wouldn’t start anymore. I deleted the integration and proceeded to reinstall it, but it won’t let me.
The integration doesn’t show at all in the configuration/integrations but it refuses to let me reinstall it. What do i do???
I restarted the server and that solve my similar issue. Also the new version of the integration does not need a token anymore, it’s using some kind of OAUTH feature.
I just tried to follow your steps but it seems that the old GitHub info is still remembered so the reinstall fails.
I password protection program prompted me to change my GitHub password, which could be causing the issue. I do not profess to be an expert in Git and the tokens, so please be very clear with any instructions you send me.
@Duke_box I tried to follow your steps of deleting HACS and then reinstalling it. I tried to do this all through the UI. When I try to reinstall HACS I get the following error:

Earlier I had deleted the config/.storage/hacs folder and then tried to reinstall HACS and got the same behaviour.
Well, then, count me, a 25-yr career software engineer, as someone who doesn’t have the slightest understanding of what they are doing. Because I can’t for the life of me figure out how to delete and reinstall HACS without hosing my entire installation and needing to completely restore from a previous backup every time.
I run an old version of HA because they introduced breaking changes that render my entire installation inoperable whenever I try to upgrade, I lost several days to troubleshooting last time I tried to upgrade before I gave up and rolled to my last working backup. But, reinstalling HACS is insisting that I upgrade. So the choice is: be unable to open HACS, or, lose my entire HA installation. For now, I’m sticking with the unopenable HACS, so at least I can still turn my lights on and off.
Doubt they are going to make hacs compatible with old installations. At some point you need to update your config to deal with breaking changes.
Don’t just go bitching about it, we all have to deal with breaking changes. Good news is it’s s volunteer project, you and your 25 years can just jump right in and make a difference, instead of complaining.
