I had a similar issue at a house I rent, so had no local access, and once the router was down there was no remote access.
I wrote a simple Tasmota rule that monitors for internet connectivity and power cycles if required.
The smartplug I used was a cheap Tuya clone, and I used Tuya Convert to get Tasmota on to it
