Icon color does not change when the state changes

I have and HA for some time now. I decided to build a new one. For some reason, on the new HA my icon does not change color based on the state of the device.

Here is what I see on my old HA:

Here is what I see on my new HA:

Both are setup the same way. Any ideas what is wrong?
