Isn’t https://github.com/jcwillox/hass-template-climate exactly what you are searching for ? Also, there was an attempt to add such a template climate into home assistant here https://github.com/home-assistant/core/pull/50107#issuecomment-873970660 but I’ll seems it did not get enough traction to succeed.

Indeed it seems to be. My question predates the linked platform, so there seems to have been some development in the meantime. Thanks for bringing that to our attention!
What a shame that the author of the PR vanished 
I would also like to see a climate template.
My specific use case is: report temperature from external sensor instead of my TRV’s internal sensor and override the default setpoint method used by my TRV since there are a ‘fast’ setpoint change and a ‘slow’ setpoint change and the default ‘fast’ is too aggressive.
The other use case I can think of is to represent a group of TRVs as a single device, e.g. for multiple radiators in the same room.
