I’m looking for a security camera that can be used locally in HA and has the option to control camera rotation from HA (preferably 360°). Is there such a camera?

You are probably looking for PTZ cameras with onvif support 
Never heard of 360° PTZ cam but well, you have it mounted on one side and the rest is normally explorable
