I have the same issue, if you remember where I can find config.txt in hassio please let me know as I would like to update it to avoid hassio turning on the tv every time it restarts.
It is in it’s own partition which I believe is mounted on boot, however typing the
mount
command should tell you. It is the first partition on the sd card.
Alternatively windows should be able to read and write that partition because it is a vfat partition.

Thanks, I was able to edit the file inserting the sd card in a laptop with windows
