I had the same success as @buewue on W11Pro 23H2 by adding that user to that policy to get rid of the “WERR_CALL_NOT_IMPLEMENTED” error. My steps to fix it are as follows.
Open “Local Security Policy”, then go to “Local Policies” > “User Rights Assignment” > “Force shutdown from a remote system”, then add the user you created for the RPC add-on (e.g. rpc_user or HA-User, whatever you set it as). Restart your computer after this.

My two computers stopped working until I checked this, do not now why Windows turns off that option randomly.
