Are you absolutely sure that you have a premier elite panel, and not a premier panel?
How is the COM-IP in the panel configured, is the encrytion disabled? This is how my Com1 ComIP module is configured within Wintex. The one on Com3 is the same, but has a different IP address.
I booted up Wintex and attempted to connect over 192.168.1.184: 10001. It failed which is good as it still had my ‘old’ UDL pre reset (message that UDL was wrong). I adjusted UDL to 1234 and it connected.
Comparing our screens - there is ‘nothing fitted.’ I’m not sure if this is because I don’t have a COMIP (I am using smartcom only and plan to install a COMIP if I ever connect). Is this normal?
The Wintex protocol is always enabled on a port. It is possible the protocol Texecom2mqtt uses is not enabled on a port unless that port has an appropriate device fitted.
I would try changing the comm port option for the port with the Smartcom connected from ‘Nothing Fitted’ to ‘Smartcom’.
On a test panel I have tried changing my panel ‘Com Port 1’ setting from ‘ComIP Module’ to ‘Nothing Fitted’ in the ‘Communication Options’ and can no longer connect through that COM-IP module. I don’t use Texecom2mqtt, but my software does use the same protocol so should be representative.
When the port is configured as ‘Nothing Fitted’ I cannot connect using Wintext, which I would expect as the COM-IP is no longer congifured. However, that does not match your experience as you reported that you could connect using Wintex.
You posted an image of your Wintex ‘Communications Options’ page. Has that page been read from the panel - it looks quite sparce to me. To check you could select the ‘Receive’ / ‘Receive Current Page’ within Wintex to check that you are seeing the actual panel configuration. I don’t understand how your smartcomm is operating without these settings configured?
This is as per the documentation for both ComIP and SmartCom. In addition, I have the UDL password configured, which is shared by both HA and Texecom Cloud.
Note: If you want to use Texecom Cloud as well as HA you must have two devices (e.g. smartcom + Com IP) as a single device will not work reliably with both services.

@marshn - thanks for your kind offer for support @daern - I don’t disagree - it was running texecom2mqtt repeatedly which led to this issue but it still doesn’t make sense
