To add a bit more detail to Andrew’s solution there, do a trigger like this with your counter…

@CentralCommand

trigger:
  - platform: state
    entity_id:
      - sensor.some_sensor
    not_from: ["unavailable", "unknown"]
    not_to: ["unavailable", "unknown"]

Then add another condition at the top of the condition stack that passes only when your counter is in the right range. remember to cast the value to an int or float or whatever is best on that comparison so you have numbers to numbers.
