HACS is composed of unofficial community plugins supported by their respective developers. Since they are unofficial, merging is unlikely IMO.
It’s a good thing I don’t use add-ons with suggestions like these flying around. 
I’d be pi$$ed if they removed my add-ons just because the UI looked different than HA.
I just remembered where there is more strictness, You could move to openHAB. I just moved back here recently from there. Their development is quite strict and all addons are developed together.
There are significant downsides though. That is why I am back here even though I was quite deeply involved in Z-Wave over there.
