Could i just take a backup, move back over to a PI4 and using the same gen5 z-wave stick, and restore the backup from the blue? Could it be that easy?

Yes. It’s that easy. The HA backup is platform agnostic. You could also move to an Odroid, NUC or any other platform that supports your usb sticks
