WTH Do I need to restart HA when including/excluding entities in recorder/etc?

Every time I need to include/exclude an entity (or a set of entities via glob) from recorder, history, logbook, HomeKit, influxdb, I need to restart HA to get the new settings to be active.

Looks like a duplicate of WTH why do we need to restart HA core so much?
