Zigbee Dimmer Light Turns on by Itself on the Dashboard, but not Physically

I have this 2-gang ZigBee dimmer switch installed (without any switches) and everything works as it should:

EXCEPT that HA somehow turns one of them ON, yet it is physically OFF. Turning it off manually leaves it off. Turning it back on manually turns it on.

There is one automation on it that works as intended.

Any ideas? Everything up to date.

After replacing the ZigBee dimmers with a ESPhome-based version that turned out to be unsatisfactory, I returned to this original solution, this time using a different unit for the “Eaves Downlights” and reusing the original unit on a different fixture.

And the problem seems to have gone away!
