I have issue whit some deivces but not all. Using ZHA every time if i restart or if there is a update. device is not responding in program. reconfigurate is not working. Only remove and reinstall it to the zigbee network. do not think this is the correct way to do this.

How long are you waiting? Battery powered devices can show as “unavailable” for an hour or more after a restart.
This is because they are not in constant communication with the coordinator - they report in at intervals to conserve batteries, and different devices may do so more or less frequently. This is a feature of Zigbee rather than ZHA.
Devices are only formally marked as unavailable after about six hours (there is a timeout in both ZHA and Z2M which you can change).

Ah. Mains powered devices should appear right away.
Can you try the plug in different locations? If that makes a difference, there may be a weakness in the network in the original area.

Think that happend is that the used router was offline as well. Meaning first needed that router be online and after that the rest is working, and the 6hrs wait is not bad. meaning restart in night and not during day.
