0.91 restart issues

Under 0.90 and at first under 0.91 I thought this was a zwave issue, and it still might be. I was noticing my zwave logs freezing for 14 minutes several times during any restart process. Here is a running dialog of my startup this evening.

I just installed 0.91 and my zwave problems on startup have not gone away. My zwave log just stopped for 14 minutes and then took off again. The node it stopped on is just a aeotec window sensor. Nothing special. It's battery is fully charged. then I started getting a bunch of CAN received triggering resend messages on that node. Then this message I've never seen before.

now it’s stuck on another node. been sitting quietly for about 5 minutes so far.
load levels are .26 .23 .20
even if it’s waiting on a response from the node it’s stuck on, it should be processing messages from other nodes.
to minutes still no action. This node is a ge wall switch so it’s not sleeping.
It just started back up. Interesting it was exactly 14 minutes. the same as before.
21:43 Locked up again
home assistant is happily running, getting occasional updates from non-zwave devices.
ChipToday at 10:13 PM
kicked back in at 21:57 again 14 minutes.
locked up again at 22:03.

The thing is this, it also blocked incoming http owntracks messages. As soon as the zwave log started running again, so did the pooled up owntracks messages on my phone. Now since owntracks in my case is running under http and zwave is well zwave, they shouldn’t have anything to do with each other outside of HA. So is this just coincidence, or is there a relationship that’s impacting both of these inside of HA that needs to be looked at???
