Actionable notification - have to hold notification to get actions

I tried setting up my first actionable notification today. It works fine, but when I get the notification - I have to hold on the notification to get the actions. If I just tap it, it opens up the app. Is there a way to show actions when tapping, instead of opening the app?

I’m on iOS.

I believe that is inherent to iOS as it has been that way for a while now.
