Add image attachment as URL to signal_messenger integration

Currently, only

 attachment: "/tmp/surveillance_camera.jpg"

is possible. Please also add something like:

 attachment: "http://11.22.33.44/cgi/surveillance_camera.jpg"

to be able to pull camera images directly.
