Add-on Store 404 (/hassio/store) and "Add-ons" missing from Settings on a healthy HAOS install

Hardware: GMKtec G11 mini PC (AMD x86-64), internal NVMe SSD.
Versions: HAOS 17.3, Core 2026.6.3, Supervisor at latest ("ha supervisor update" returns "update not available").

Symptom: Settings → Add-ons is missing from the menu (searching "Add-ons" returns nothing), and homeassistant.local:8123/hassio/store returns "404: Not Found." Add-ons are completely inaccessible.

System info: Installation type = Home Assistant OS, Supervisor = true, Docker = true. "ha resolution info" shows unhealthy: and unsupported: (healthy and supported).

Core logs: no "Error during setup of component hassio." Only a warning "Waiting for integrations to complete setup: smartthings ... 1270" and two unrelated Apple TV errors.

Tried, none fixed the 404: hard refresh; full reboot/power-cycle; ha supervisor repair; ha supervisor restart; ha supervisor reload; ha core restart; ha core rebuild; ha supervisor update (none available); a complete clean reflash of HAOS 17.3 with restore-from-backup during onboarding; disabling the SmartThings integration and restarting. The 404 persists through all of it, including the clean reflash.

Question: Why is the hassio panel failing to register on a healthy, current HAOS install, and how do I restore the add-on store?

Add-ons have been renamed to Apps many months ago now.
