Aeotec Z wave stick 5 upgrade question

Hi, I have Raspberry Pi 3B that I have had running for a few years on home automation. I use an Aeotec Z wave USB stick 5 running V1.00 firmware to control some Z wave devices. Recently I have got some remote power plugs and I discovered that they use smart start to be included in the network. Home assistant tells me that the controller doesn’t support smart start, so I looked into upgrading the firmware that can add this function. But Aeotec’s site says that the firmware upgrade doesn’t work on devices made before 2018. I got my USB stick in 2016. So I am now thinking I need to get a newer USB Z wave controller but I am not sure what to get as a replacement. Also if I get a newer stick will I need a newer raspberry Pi? I was starting to consider the HA Yellow as a replacement before I had this issue.
