I have the same problem with one of my two ZW095 HEMs: reports all zeros for measurments and the dropped command error. The funny thing is that my second ZW095 gives real measurements while still reporting dropped commands. I worked with Aeotec support, which is quite responsive, and they suspected a Z-Wave communication issue. After finally excluding the faulty HEM from my Z-Wave network (HA’s exclude button doesn’t seem to work so I had to do it from my Z-Stick controller) and including it again, I still got all zeros. All along I have suspected that the meter within the HEM has failed so now I trying to get a replacement under warranty.

Yeah, I’m thinking it has to be the meter itself. It was working fine last year and now it’s apparently a dud.
