That’s from February 2018. There’s been a lot of improvements in the last … checks calendar … five years.
Whatever guide you followed, it’s outdated. Or you’ve got a crazy ancient version of Python there.

Start by ensuring that you have Python 3.10 installed.
Then follow the instructions at https://www.home-assistant.io/installation/linux#install-home-assistant-core.
Alternatively you’d be a lot better off switching to Docker.
