After rebooting Hass.io can't connect

I have hass.io installed on a Raspberry Pi 3 B, and after rebooting it, it now shows the error “rufused to connect” when I go to (ip):8123. Last time I had this issue I got a new router and had to re install it. I could just do that, but I want to know how to fix it for the future so I know what’s wrong. Thanks.

First try to refresh your browser.

If that doesn’t work check the ip address hasn’t changed.

next step ssh in and look at your log.
