Hi i’m new to smart home and not knowledgeable of pc hardwares, can anyone recommend a mini pc of around $80-$140 that i can put HA on… and also i have a media player that i want to get rid of… is it possible for a mini pc to run HA and be able to use windows 10 (watching movies, netflix and stuff)? so i’ll only have 1 device for both…

Definitely possible, but it’s highly advised to use the machine you run HA on only for HA. Especially for new users.
A machine that runs a full blown windows 10, running all day long for HA is not a good idea anyway, uses way too much power.
I just scooped up an HP elitedesk 800 G1. They are available in SFF, USFF, or in a micro PC form factor. The USFF version I picked up had an SSD and 8gb of RAM and a nice i5 pressor. It set me back $130.
I installed Ubuntu server on it and I migrated over to home assistant container in docker from a Pi4 that was choking pretty heavily. Needless to say, this thing rocks. No more occasional lag, and all the room in the world to run frigate and other intensive containers.

You can get a pi4 and a cheap tablet (amazon fire or used something) for $140 I would expect
