Can i set in zha for agara socket european version automatically on after power failure?

This is the lumi.plug.maeu01 device.
I found the option start_up_on_off(id:0x4003), unfortunately I don’t know how to turn it on. Can you please advise me how to do it?
What value should I write to this kluster? And how do I write it to the device?
