Can not create a user account

hi, I just bought a HP thin client T630 with HA installed.
HA started up correct, but when I tried to create a user account I have a problem.
I connected my laptop to the T630 client with http://homeassistant.local:8123/
The first time I made this connection the welcome screen appeared (with create my smart home). I filled in a username and password, but after I pushed create account, the program stopped.
When I tried to repeat the process of making the account again, this welcome screen did not appear anymore. I only get the screen with welcome home. In this screen I need to fill in a username and password, but the info I had supplied in the first screen is not accepted (wrong username and/of password).

Is there anyone who knows how to create an account on HA?
Can I make the account on the T630 directly? Do I have to reset something?

I have looked on this, but the problem is that there is no user known at HA. When I try to use a command like: ha auth reset --username existing_user --password new_password, HA says that I can not reset an existing user because there is none

I have had a similar issue with Home Assistant Green. The solution was to reflash and when you create a password, just use numbers and lowercase letters, no capitals.
