I don’t see HA bound to 8123 either but it works… Is yours not working?
How is your networking configured for the container? If you’re using host than you won’t see ports mapped from ps -a command, even if you specified them.

Networking was configured as host.
Anyway, I removed the HA container and the HA docker image, and after a reboot hassio started to re-download the image and started the container.
This took several hours on my raspberry pi 3.
After many hours, homeassistant 0.83.2 was alive and kicking…
Then I started the upgrade to 0.83.3 and… everything worked fine.
I also re-enabled owntracks (which someone said was the culprit), with no issues at all.
Now everything works as expected (so I’m going to break it migrating to a Tinkerboard 
)

I’ve been having this issue as well almost every time I’ve upgraded lately. I’m on RPi3b Hassio and tried everything. Ended up re imaging and restoring from snapshot, but that didn’t work after the latest update.
Found some other thread that suggested wiping cache and cookies from chrome and that did the trick! Hope this helps others.
